Türkiye’s Cybersecurity Initiative: Applications Open for the ‘Cyber Homeland Program

Applications for the Cyber Homeland Program have started! Take a step into the future of cybersecurity through the cooperation of the Ministry of Industry and Technology, the Presidency of Defence Industries, development agencies, and universities.

In order to meet Türkiye’s need for cybersecurity specialists and to increase youth employment and technology-oriented young entrepreneurship, applications have opened for the Cyber Homeland (Siber Vatan) Program, which has been implemented since 2019 through the cooperation of the Ministry of Industry and Technology and the Presidency of Defence Industries, under the coordination of the General Directorate of Development Agencies, and carried out by development agencies, the Türkiye Cybersecurity Cluster, and universities.

In recent years, efforts to strengthen human capital in the field of digital technologies in Türkiye have continued to generate new talents and initiatives. In this field, which is fundamentally based on qualified human resources, specialized training activities have created a significant impact and contributed especially to young people’s orientation toward technology.

Unlocking the potential of young people and turning them into actors of Türkiye’s digital future, the Cyber Homeland Program stands out as a strategic initiative that complements the local development mission of the General Directorate of Development Agencies.

Within the scope of the program, which supports capacity building through multi-dimensional and systematically coordinated partnerships, university students in particular receive in-depth technical training in the field of cybersecurity. The program enables team-based practical work and supports young people in participating in national and international competitions as well as in developing technology-oriented entrepreneurial initiatives. Thanks to the program, which has been implemented since 2019, significant achievements have been attained in many national and international cybersecurity competitions, approximately 380 students have been supported in gaining employment, and eight young startups have emerged.

Cappadocia University (KÜN) Among the Stakeholders of the Cyber Homeland Program

As one of the stakeholders of the Cyber Homeland Program to be implemented nationwide in 2026, Cappadocia University supports young people in receiving qualified education in this field with the aim of increasing digital security and technological awareness. By continuing its cooperation with institutions within the technology and defense ecosystem, the University contributes to Türkiye’s digital future and, through this national program, supports regional development while facilitating students’ access to career opportunities in the field of cybersecurity.

2026 Term: Simultaneous Implementation Started in 81 Provinces

With the aim of strengthening Türkiye’s cyber defense capacity and providing equal opportunities for young people, the Cyber Homeland Program has begun to be implemented simultaneously in all 81 provinces of Türkiye in the 2026 term.

The program, which is open to applications from university students, follows a multi-stage model that combines online and face-to-face training. In the first stage, students enhance their basic technical knowledge through 30 days of online interactive training. Students who succeed in the online CTF (Capture The Flag) exam at the end of the training qualify to participate in 5–7 days of face-to-face, hands-on training.

During these trainings, intensive technical work is carried out in areas such as penetration testing, web security, and application security. At the end of the process, the top five students from each development agency region are selected to form Cyber Homeland Teams. Regional winners will then compete for the national championship at the National Cyber Homeland CTF Competition to be held in Ankara.

At the end of the program, successful students are provided with internship and employment opportunities, while the entire process is carried out under the coordination of the Development Agencies and the Presidency of Defence Industries.
